Light Chicken with Fennel, Carrots, and Orange en Papillote

Why This Recipe Works
For our light chicken en papillote recipe, we first looked at how to select vegetables that were both compatible with the cooking time of the chicken and firm enough to keep their heft after being steamed. Dense vegetables like fennel and carrots provided a sturdy base for the chicken and protected it from the direct heat of the oven. Oranges exuded a lot of moisture and created the steam needed for cooking. Simply by adding a little olive oil mixed with shallots, scallions, and assertive herbs such as tarragon to the vegetables before placing them in the foil packets, we enlivened the flavor of the chicken en papillote recipe overall.
