Name: Mongolian Beef
Yield: Serves 4 to 6
Ingredients: 1 1/2 pounds, beef flap meat, trimmed; 1/2 cup, cornstarch; 3 cups, peanut or vegetable oil; 4 , scallions, white parts minced, green parts cut into 1-inch pieces; 2—4 dried, arbol chiles (each about 2 inches long), stemmed and halved crosswise; 4 , garlic cloves, minced; 1 tablespoon, grated fresh ginger; 3/4 cup, water; 2/3 cup packed, brown sugar; 6 tablespoons, soy sauce; 4 cups, cooked white rice
