Chili-Fried Onion Rings

Ingredients: 1 cup, buttermilk; 1 1/4 cups, all-purpose flour; 3/4 cup, cornstarch; 3 tablespoons, chili powder; 1 teaspoon, cayenne pepper; 1 teaspoon, sugar; 1 1/2 teaspoons, table salt; 1 teaspoon, ground black pepper; 6 cups, peanut oil or vegetable oil; 2 , large yellow onions, sliced into 1/4-inch rounds and separated into rings
